Title: Financial Sustainability Indicators

 

Client: Treasury Board of Canada Secretariat (TBS) Office of the Comptroller General (OCG)

Problem: The OCG plays a vital role in the efficiency and effectiveness of the financial management of departments in the Canadian Government, by monitoring the financial health of departments, identifying financial issues and providing additional advice. Therefore, TBS was seeking to transform the way financial health is monitored across the Government of Canada.

Solution: In collaboration with the OCG, Nīewe Consulting (formerly Baiame) developed the first draft of the Financial Health Sustainability Indicators Model, to proactively monitor and analyze the health of departments by completing quantitative data analysis of the financial health of the departments. To develop the model, Nīewe identified the potential indicators and their objectives, developed the stress test approach and calculations, determined the sources of relevant data required to operate the financial indicators model, ran a pilot of the financial indicators and created a reporting dashboard.

Impact: The project resulted in a financial indicators model designed to support decision-making by identifying early warning signs for potential financial management challenges in a sufficiently timely manner to mitigate the risks.
